Job Summary: The Human Resource and Administration Officer – Uganda will provide essential human resource and administrative support to the program, ensuring smooth day-to-day operations of the country office.

Key Duties and Responsibilities: Human Resource Management:

  • Support recruitment processes from advertising to candidate selection.
  • Coordinate orientation and onboarding for new staff, fostering a positive organizational culture.
  • Manage staff remuneration and benefits in compliance with government regulations.
  • Coordinate staff performance management, setting goals and overseeing performance processes.
  • Disseminate and ensure adherence to organizational policies.
  • Collaborate with the Global HR team, implementing new strategies and processes.

Procurement Management:

  • Manage procurement for the country office, ensuring efficiency and compliance.
  • Oversee the procurement process from requests to delivery follow-ups.
  • Procure goods and services, seeking optimal value for money.
  • Coordinate bids and tenders in collaboration with program and finance teams.
  • Build and maintain relationships with stakeholders to achieve objectives.
  • Streamline procurement procedures and troubleshoot related issues.

General Administration:

  • Manage office administration functions, ensuring operational efficiency.
  • Oversee asset management per Stromme Foundation policies.
  • Supervise contracted staff and service providers.
  • Handle any other duties as assigned.

Supervision and Team Management:

  • Supervise Admin Assistant, drivers, and casual staff.
  • Identify training needs for supervisees and ensure participation in relevant programs.

Qualifications, Skills, and Experience:

  • Bachelor’s degree in human resource management, management, or related field.
  • Minimum three years of HR and office administration/procurement experience in the non-profit sector.
  • Proficiency in MS Office and HR systems/databases.
  • Organized, analytical, with attention to detail and process-oriented.
  • Independent thinker, yet a team player with strong interpersonal skills.
  • Ability to manage a high workload, prioritize tasks, and meet deadlines.
  • Fluency in written and spoken English.

Reporting Lines: The Human Resource and Admin Officer will report to the Finance and Administration Manager with dotted lines to the Global Human Resource Specialist.
