Job Summary: The Regional Monitoring, Evaluation, and Learning (MEL) Manager will play a vital role within the PlayMatters regional project team, based in Kampala, Uganda, covering maternity leave. This position will oversee monitoring and evaluation activities across diverse settings in Uganda, Ethiopia, and Tanzania, focusing on both refugee and host communities.

Reporting to the Regional Monitoring, Evaluation, and Learning Coordinator, the MEL Manager will closely collaborate with IRC implementation staff and consortium partners to facilitate the collection and aggregation of essential monitoring indicators, enhance staff capacity, and ensure data quality. The incumbent will primarily coordinate the achievement of these objectives across PlayMatters consortium partner agencies.

Key Responsibilities:

  • Manage monitoring and evaluation activities to ensure adherence to approved work plans, budgets, and technical standards.
  • Facilitate the design and implementation of a unified M&E system and standard operating procedures across consortium partners and field teams.
  • Ensure timely and relevant communication of data for program design and scaling, including with partners and other humanitarian agencies.
  • Conduct regular data quality checks with field teams to maintain accuracy, reliability, and relevance of monitoring data.

Qualifications, Skills, and Experience:

  • Bachelor’s Degree in Monitoring and Evaluation, Social Sciences, or related field.
  • 3-5 years of progressive experience demonstrating technical, management, and operational skills, preferably in a humanitarian context or early childhood development.
  • Proficiency in monitoring and evaluation methodologies, digital data collection platforms, and data use plans.
  • Excellent communication and interpersonal skills, with the ability to work effectively in multicultural environments.
  • Strong organizational abilities, capable of prioritizing tasks in a fast-paced, team-oriented environment.
  • Understanding of refugee education preferred; fluency in English required, knowledge of regional languages a plus.
