Summary:
UNHCR is seeking an Assistant Project Control Officer to join its dynamic team in Uganda. The incumbent will play a pivotal role in providing substantive support and guidance on the effective management of partnerships and direct implementation projects. This includes analyzing risks, ensuring policy compliance, and fostering dialogue to strengthen partnerships. The Assistant Project Control Officer will work closely with various stakeholders, including UNHCR colleagues and external partners, to ensure resources are used efficiently and effectively to achieve the best outcomes for persons of concern.

Duties:

  • Participate in the annual assessment and planning cycle.
  • Assist in reviewing project agreements to ensure compliance with UNHCR’s rules and procedures.
  • Develop and implement performance project monitoring plans.
  • Support the selection of implementation modalities and track project risks.
  • Review and verify financial and performance partner reports.
  • Monitor expenditure for direct implementation and ensure budget compliance.
  • Conduct reviews of partners’ internal control systems and provide advice as needed.
  • Support timely project closure and provide input to program reviews.
  • Maintain professional relationships with partners and contractors.
  • Stay updated on UNHCR rules, regulations, and procedures.

Minimum Qualifications:
Education & Professional Work Experience:

  • 1 year of relevant experience with an Undergraduate degree, or no experience with a Graduate or Doctorate degree. Field(s) of Education:
  • Business Administration, Economics, Management, or related field. Certificates and/or Licenses:
  • Accounting, Auditing, Finance (CPA/CIA or equivalent) are essential.

Relevant Job Experience:

  • Good knowledge of international auditing standards.
  • Desirable: Understanding of major Enterprise Resource Planning financial modules and experience with accrual accounting.

Functional Skills:

  • Financial auditing, Project Monitoring, International Auditing Standards, Data Collection and Analysis, Reporting skills, Monitoring and Evaluation.

Language Requirements:

  • Knowledge of English and UN working language of the duty station if not English.
